When the vanilla datapack is disabled the player and all mobs become able to walk and breathe underwater as if it was air. Lava texture is also changed into water texture.

To reproduce just create a world, type in chat the command "/datapack disable vanilla" and run into water, you won't start swimming and you will keep running as if that was air.
