Turtle shells and phantom membranes cannot be used to create mundane potions.

How to reproduce

1. Put some water bottles in a brewing stand, with blaze powder
2. Put either a turtle shell or phantom membrane in the ingredient slot
   → See that nothing happens. This should create a mundane potion, like other ingredients like ghast tears and sugar, as you forgot to make an awkward potion first
