Whenever I fill a bucket with water or Place a block in the ocean and destroy it the source block does not come back.

      So I was just playing in my Minecraft Survival World on 18w20c and I noticed that when I filled a bucket with water or placed then destroyed a block in anything water filled or related that the source block would not come back and the water would remain still
