Minecarts With TNT on same block instantaneous explodes

      When moving Minecarts with TNT on the same rail, they explode once they start to move. Unlike 1.12, where they just moved, they now all explode

      Steps to reproduce

      1. Place 2 rails down next to eachother
      2. Place 2+ minecart with tnt on the same rail block
      3. Power the rail
      4. Minecarts explode immediately

      As violine1101 points out from the Mojira subreddit, `the behaviour you described was different in 1.12.2 than in 1.13, so I would say it's worth a report.`
