In the newest snapshots, the grass blocks do not change to snow textures with snow layers naturally (preloaded) on them. They only appear when the player places snow layers down or it snows with the weather. Not affecting gameplay, but is slightly annoying to look at. I used both vanilla and optifine for testing, and both on 1.13 snapshots failed to load snowy grass.
