When mouse wheeling through the hot-bar, it seems to skip interactions. For example: I spin the mouse wheel 3 'clicks' and only move 1 item over.

At first I thought my mouse was going bad, till I loaded up a map in 1.12.2 (same machine) and it cycles smoothly through the hot-bar, no skips. Only happens in latest snap-shot.
