When airborne with the elytra, using fireworks does not give the player any boost

What I expected to happen was...:
On right-click, the rockets should have given a boost to the user.

What actually happened was...:
The firework flies up into the air as is it were used on the ground, without boosting the player

Steps to Reproduce:
1. Equip an elytra in survival or creative.
2. Obtain firework rockets from the creative menu or using /give
3. Begin gliding and right click with the fireworks.
