Villagers do not seem to be detecting doors and creating villages correctly. Creating "houses" (whether actual houses or just valid doors) and placing villagers nearby does not create a village; the villagers act like there is no village nearby (no breeding, no hiding in houses at night, etc) and no village shows up in the NBT data.
