Prior to 18w14a, the debug menu only worked in the natural "game environment."
In 18w14a, the debug menu only worked while an inventory was opened (MC-127911).
In 18w14b, the debug menu still works while an inventory is opened. This does not affect container inventories, but seemingly only the survival/creative main inventories.
