If you keep a Zombie Villager in the water, they don't turn into Drowned. They also act like normal zombies did before this update. They bob in the water and chase and attack villagers (night and day).
However normal Zombies now act like Drowned. They walk on the bottom of the water instead of bobbing and they are super slow (MC-127248). They will chase villagers and will attack them and turn them into Zombie Villagers, unlike Drowned who won't actually attack villagers unless it is night (MC-127247 & MC-127294).
