In 18w10d (maybe others), using the seed "The Park" I went to the outer islands around 1000,300. There should have been two cities close by (according to 1.12.2). But nothing. I checked other places where there were 1.12.2 and nothing. Evidently some cities spawned.

This may be a duplicate of MC-125615 but that one talks about glitched generation.
