I have tried many different times to try and get a villager breeder to work with not luck. I notice the villagers do not even see the doors. So this is more than likely why they are not breeding. I also tried making a breeder in 1.12. and updating to the newest snapshot and that worked. But starting already in a snapshot world doesnt.
