Stairs and slabs above water create hacked water even though they aren't in water

What I expected to happen was...:
Stairs and slabs to be above the water without interacting with the water in any way

What actually happened was...:
Stairs and slabs have hacked water in them which causes weird rendering

Steps to Reproduce:
1. Put slabs and stairs in the block above water sources
