when i placed down a half slab/ stair one block under the ocean surface so the block was submerged the texture was void (the water didn't appear to submerge the block. [I have attached screenshots])

As seen in the screenshots, the water texture did not cover the slab/stair.

Steps to Reproduce:
1. find an open body of water
2.place a halfslab/stair block on the ocean roof.(where it meets the last block level)
