Mesa (Bryce) generation cuts off at chunk borders

      Reproducible on seed -8590338427130770590, /tp -572 120 3663. The attached screenshots were taken in that area. Note that this is different from MC-125007 because this happens consistently, while MC-125007 is not reproducible consistently.
