The bug

Command block minecarts despawn when the world is reloaded.

This does not affect spawner minecarts.

To reproduce

Summon a new command block minecart: /summon commandblock_minecart
(Optional) enter a command
Save and quit
Reload the world
Your command block minecart is gone
