Hopper and hopper minecart item pickup area too small/low

      The fix for MC-122819 changed the area hoppers and hopper minecarts pick up items from:

      • Hopper minecarts no longer pick up items laying on the blocks above them
      • Hoppers no longer pick up items laying on soulsand above them

      This change affects many popular contraption designs.
