The experience level cost to rename an item in an anvil scales with the enchantments on an item.
This results in weapons and tools having their renaming costs rise depending on the enchantments on the tool or weapon. Eventually this cost will top out at 39 levels just to rename a single item.
Renaming typically costs only 1 level when you also repair an item or put on the enchantment. Therefore it is a bug that only renaming the item has a cost dependent on the enchantments of the tool.

- Observe that after enchanting, renaming cost has changed based upon the enchants put upon the tools or weapon
This effectively punishes the player for obtaining good enchantments, is inconsistent and thus should be considered a bug. The rename should either always cost 1 level or cost the same to rename regardless of whether a enchantment (or repair) is added or not. This can be seen in the set of images attached.
The first image shows that renaming an unenchanted item costs 1 level.
The second images shows the cost of the sword when you only enchant it (21 levels)
The third images shows the cost of the Sword when adding the enchantment(21 levels) and the enchantment (1 level) for a total of 22 levels of cost.
The fourth images shows that if you rename an item but do not enchant (or repair) it, you will be charged 16 levels to rename the item.
The problem lies in the final two images.
Either the repair cost in image 3 should be 21 (for the enchant) + 16 (for the rename seen in 4 at that level of enchantment) = 37 total levels
In image 4 the cost to rename should be 1 level (as it can be seen to be in image 3)
Only one of these interpretations is correct (although I suspect it is the latter) but either way there is definitely a bug here.
