      Description

      The bug

      Many commands can be applied to different entities, and give a feedback message describing how many were affected (e.g. "Added tag 'foo' to 32 entities"). However, in these cases the number shown in the feedback is inaccurate, simply showing how many entities were found by the selector, not how many entities were affected.

      Only when the result is zero does the feedback message properly show something like "Could not apply to target" instead of showing the number of entities found by the selector.

      How to reproduce

      In an empty world, throw 10 items on the ground. Run /effect give @e speed. You'll notice the output is "Applied effect Speed to 11 targets." This is incorrect, as it only applied speed to one target. Item entities cannot be affected by potion effects. Now run /effect clear @e speed. The same issue.

      Running /effect clear @e speed a second time will properly return that no entities were affected.
