As of 17w47a the colored terracotta blocks each got their own id: COLOR_terracotta, and the recipe files got updated to represent the string ids all blocks have as of that version, however colored terracotta recipe files and recipe advancement files are called COLOR_stained_terracotta instead of COLOR_terracotta
