I currently have 2 golem farms that were producing at a steady rate under both 12.2 and 17w47a. Since update to current snapshot - golems no longer spawn. Existing golems (not in farms) are still present.
They are approximately 1000 blocks away from each other, so I do not expect any interference
between the villages (and since spawning was working, it must be triggered by part of the 47b update).
AFAIK there have been no changes specifically designed to disable this.
