Husks and Stray, when spawning naturally, are required to be under the sky. Unfortunately, this requirement still applies when they are spawned from mob spawners. This can be problematic for mapmakers. This is less of a bug and more of a request to alter how these mobs spawn when created from a Mob Spawner block.
