water texure pack is missing for all texurepack

What should of happened is that all texturepack even default texurepack should have a water texture.

*What actually happened was when i goto creative and survival and servers, water texurepack is missing, i redownload everything, even texurepack, and gave me a water "missing texure"
default texure doesnt work ether.

1. I went on survival and looked at water and it said "missing texure"
2. redownoad texurepack, doesnt work
3. use default, doesnt work
4. delete minecraft. and redownload.
5. went back on doesnt work.
