Why does lightning strikes not lower in volume when you turn the weather volume down? It only turns off when weather is completely off.

I like the ambient sound of the rain, but I set it to under 30%. But if a thunderstorm is going on, I'll have to turn weather sound off completely.

This has been like this in the game for a really long time, before 1.12.
