Steps to reproduce

• Gain some recipes

  /recipe give @s *

• Revoke your recipes and clear your inventory

  /clear
  /recipe take @s *
  

• Obtain new items (e.g. minecraft:log) as an attempt to unlock recipes
• Notice you haven't unlocked the planks recipe
• Craft planks anyway
• Notice you haven't unlocked sticks or crafting table

Note AFAICT recipes only unlock when you craft them. Obtaining ingredients never seems to unlock any recipes. Closing and re-opening the inventory has no effect.
