After not having played Minecraft for a long time I decided to load up a new singeplayer world and I was lucky enough to get a village directly next to spawn. However, the village contained weird black chunks that flickered blue. I thought it was a world loading error so I just created a new world. There was a village next to spawn again. It had the same bug. I tried to solve the problem by first switching from modded 1.11.2 to vanilla 1.11.2, but this didn't do it. Then I switched to 1.11, but still didn't fix it.

EDIT: I have tried to tweak some settings and nothing changed. Then I disabled my resource pack, but still no change. It seems to be an issue with lighting, cause when I place a torch it creates a similar black/blue area around it.

EDIT 2: I have fixed the issue. My options file had gamma set to 1.0E8.
