When I use the new crafting interface to craft bonemeal, I can craft it from either bones or bone blocks. If a user has both in their inventory, the crafting interface defaults to using bone blocks as the source material. However, it is far more likely that they'll be wanting to craft the bonemeal from bones, not bone blocks. Therefore bones should be the default source material.
