The 'Conditional' tag for command blocks no longer works.

      So, I was making a world which used command blocks. A lot of them were conditional. I wanted to transfer this over to the latest snapshot. When I opened the world, every conditional command wasn't being 'conditional' even when it said it was.

      I then went ahead and tested if this was just a bug with my world but sadly, no.

      I first placed a repeating command block and I placed a conditional chain block on top of it. The repeating command block had "/testfor @p" while the chain had "/say hi". Hi was spammed in my chat even though it was conditional.
