I tested this both in creative and survival and with all 3 levels of the rocket and nothing happens the rocket just goes straight up from where i am during the flight. I also added two images one from the 17w13b snapshot and one from 1.11.2 the one with the rocket flying off is the snapshot and the one with the trail is the 1.11.2 version.
