The anvil won't rename non-weapon/armor type items like dirt, stone, cobblestone. To reproduce:

1) place dirt or other item in anvil first slot.
2) rename dirt to something else. Enchantment cost should be 1.
3) click or right click end item.

I've tried dirt, stone, cobble stone, and slabs. I was able to rename my sword.
