The player cannot use spawn eggs on spawner minecarts to change their respective entity type they summon like normal spawners.

Steps to Reproduce:

1. Place down a rail block
2. Fly directly above the rail block
3. Run the following command:

   /summon minecraft:spawner_minecart ~ ~ ~

4. Right click the spawner minecart with any spawn egg

Observed & Expected Results:

- The player's arm will swing as if they are using the spawn egg item, but nothing will happen to the spawner minecart, and it will remain empty.
- The spawn egg would successfully be used on the spawner minecart, and the entity type would change.
