Crounching with the speed effect lvl 15 or higher is buggy.
It looks like you get skuck for a brief moment.
with this command you can get the minimum speed effect lvl:

/effect @p minecraft:speed 20 14

that only occurs in survival and adventure gamemode and not in creative.
singleplayer and multiplayer are affected.
