While having the gamerule doTileDrops set to false

/gamerule doTileDrops false

summoning a falling_block (FallingSand in 1.10.2 and less) with the ladder as the block
will drop the ladder as an item when it's touching the ground.

To summon this block do:

/summon falling_block ~ ~ ~ {Block:"minecraft:ladder",Time:1}
