Solid blocks powered by redstone do not update their powered/unpowered status.

If I place a redstone lamp next to a block and then power the block by repeater or redstone torch then the lamp will not turn on until it receives a block update. The same problem occurs in reverse, if the block is unpowered then the lamp remains on.
