Area effect clouds created when a creeper explodes ignore the ShowParticles and Ambient tag of the potion effects the creeper had.
How to reproduce
Use the following command
/summon creeper ~ ~ ~ {Fuse:0s,ExplosionRadius:0b,ActiveEffects:[{Id:1b,Amplifier:0b,Duration:2000,ShowParticles:0b}]}
→ The particles will be visible
