Observers are placed with the input facing you (unlike MCPE)

      Description

The MC Java edition counterpart of MCPE-17321. Placing an observer block in the Java edition places it with the observing side, or the input, facing you. In MCPE, placing an observer places it with the output side facing you. I'm not sure whether this is a Java edition bug or an MCPE bug. Since repeaters and comparators are placed with their inputs facing you, I think this may be WAI, in which case it is MCPE that needs to change.

Samson Marriner It's not that there's something necessarily wrong with it, it's just that it is an inconsistency between editions, which should be resolved so that one of the editions changes its behavior to be consistent with the other. Which behavior becomes the standard, however, is up to the devs.

But it's consistent with dispensers, droppers and pistons.

Repeaters and comparators have a dedicated input side and an output side opposite it. Dispensers, droppers, and pistons have an output side, but no dedicated input side.

Since observers, like repeaters and comparators, have an input and output side, I would argue they are more similar to them than the other trio and should be placed similarly. On the other hand, observers and the three amigos are all full blocks, and similar-looking to boot. I guess this decision is as good as any.

Now with the new face, it's inconsistent with dispensers and pistons too.
"facing" block state when placed while facing north:
          Repeater: south
          Comparator: south
          Piston: south
          Furnace: south
          Chest: south

          Dropper: south
