16w39a adds the "Color" tag for shulkers. The default value for this is 10, which is the purple shulker.

Purple shulkers are properly generated in end cities, and when using a shulker spawn egg.

However, entering "/summon shulker" creates a white shulker, with the Color tag set to 0.
