The following is based on a decompiled version of Minecraft 1.10 using MCP 9.30.

The reason why this happens is that the class net.minecraft.command.server.CommandSaveAll does not override the method net.minecraft.command.CommandBase.getTabCompletionOptions(MinecraftServer, ICommandSender, String[], BlockPos) to return the tab completion options.
