ItemRotation tag for ItemFrames uneditable without an Item tag

      Upon removing an item from an ItemFrame the ItemRotation tag appears to act as if it's "locked". Placing another Item in will give it the rotation it had before, but the NBT will show that there is no tag. Upon a server restart this "ghost" tag dissapears.

      What I expected to happen was...:
      Either one of:

      • Upon removing an item, and placing it back into an ItemFrame, the rotation is reset
      • You can still modify the ItemRotation tag without an Item inside the ItemFrame.

      Steps to Reproduce:
      1. Place an ItemFrame.
      2. Place an Item inside the ItemFrame, such as a torch or a filled_map.
      3. Right click the ItemFrame twice, or use /entitydata, to give it an ItemRotation value of 2b.
      4. Left click the ItemFrame to remove the Item.
      5. Using /entitydata attempt to modify the ItemRotation tag to equal 4b. You will be told that the tag was updated.
      6. Right click the ItemFrame to place the torch/other item, back into the ItemFrame. The rotation will not be modified (It will return to ItemRotation of 2b).
      To see how the rotation appears to be volatile in this state do the following:
      7. Remove the item from the ItemFrame via right-click.
      8. Restart the server
      9. Place the item in the ItemFrame via right-click, it will have returned to ItemRotation of 0b.
