Junctions in rails do not update as intended when a redstone block is placed next to them, like in MC-98185. Updating them has no effect, either. One fix is to place another redstone block and then remove it. This is because the redstone blocks only update rails when removing them, not placing them. I suggest marking MC-98185 as related.
