Say your inventory is full, and you have food in one of your slots. If you eat some of the food while a stack of the same food is right below you, then your slots of food will not fill from the stack on the ground.
For example, if you have 64 golden apples on the ground and 64 in your inventory, with your inventory full, if you eat a golden apple while standing on top of the stack on the floor, your golden apples in your inventory will not fill. You cannot fill it even if you go away from the stack and come back, or eat more. You have to drop one of your golden apples before your stack fills again.
EDIT: If you eat another golden apple (for example) while standing far away however, your golden apples will immediately fill up, even if you are far away from the stack.
