So Cause of the "15w36a" Snapshot where "Players unable to use commands such as /give can no longer place command blocks" causes some issues, such as if you start a world in creative and you have cheats for yourself but no one(LAN), the game thinks you dont have access to Command blocks even though you have cheats for yourself and in creative, the only way to fix this is enabling cheats when opening LAN, and when placing a command block down, it makes a fake command block where nothing can be paced on itself unless SHIFT+RClick is used on it, and doesnt make a sound of it being placed.
