Projectile knockback is based on location of entity that shot it rather than direction of projectile.

      Entities hit by projectiles are knocked away from the entity that shot the projectile instead of being launched in the direction of the projectile.To see this, shoot an arrow (or other projectile) at a mob and then quickly move to the other side of the mob. (Easiest to do so with a /tp command.) The mob will be launched away from you rather than in the direction the arrow was traveling.
