Under the Weakness Effect, players cannot destroy item frames and paintings.

What I expected to happen was for the weakness effect to only reduce the damage or make damaging mobs impossible.

What actually happened was losing the ability to destroy item frames and paintings - even in Creative mode! (Applies to all gamemodes)

Steps to Reproduce:
1. Brew/spawn a Potion of Weakness.
2. Place an item frame and a painting.
3. Drink the Potion of Weakness.
4. Attempt to break both the item frame and the painting. Neither will break, even in Creative Mode.

Notes
I could understand if this was a feature in Adventure/Survival Mode (probably not intended), but Creative Mode should be able to break the entities, regardless of potion effects.
