When you lock a chest (using /blockdata ~ ~ ~ {Lock:"<name of item to unlock chest>"}), the chest is supposed to unlock whenever you right click it with the proper item name. Let's pretend the item name to unlock the chest is "Leather". If I rename anything to "Leather" and try to open the chest, it will work. However, if I just give myself a normal piece of leather without and NBT tags, the chest will not open itself. Check the video attached for more information.

EDIT: So, I tried opening the attachment and it wouldn't work for me. Not sure if it is just me or what, but here is a youtube link incase you can't see it either: https://www.youtube.com/watch?v=k1uRAUhKiLQ
