Arrows fired by both Skeletons/Strays and players will always be fully lit in any setting, regardless of light level, and this is independent of your Brightness setting.

Arrows should be affected by the surrounding light level.

To reproduce this:

1. Fire arrows or have Skeletons/Strays fire arrows at you.
