When making other maps in nearby areas, some other maps may cease to respond; specifically, being in a marked area while being registered as being outside the map area. Saving and quitting then reopening the world fixes it temporarily.
Steps:
1. Make at least two Empty Maps.
2. Use one in the local area.
3. Go outside the boundaries of the first map.
4. Use the second.
5. Return to the boundaries of the first.
Note: Putting maps on Item Frames might be an important part of this.
