I was building a glass wall around an ocean monument on a friends realm. I wasn't able to find the last elder guardian so I thought I'd clear the water instead. I placed glass in the wrong place and when I went to clear it out (I had been given mining fatigue by the elder) I spent the full 4 minutes of the fatigue with an efficiency 5 pickaxe attempting to break the glass. It wasn't until after the mining fatigue passed that the block even got the breaking texture.
What I expected to happen was...:
I expected it to be slightly slower because of the mining fatigue, and being under water.
What actually happened was...:
The block did not break even start breaking until after the mining fatigue was gone.
Steps to Reproduce:
1. Place glass under water near an ocean monument
2. Be given mining fatigue by an elder guardian
3. Attempt to break the glass (I used an efficiency five, silk touch, unbreaking pickaxe)
