When I save/exit and then reopen the world the Snow Golem always has a Pumpkin on its head. Having the chunk unload and reload doesn't cause it. And going to the nether and back doesn't cause it. I have repeated this several time of shearing off the pumpkin and it reappear only when reloading the world.
