(In all fairness, I didn't test this on 1.14.60 yet, as my Win 10 game client has issues with MS store and I was not able to get to my purchased game last night... So Annoying. My PE edition didn't have the 1.14.60 update available.)
This feels different than MCPE-36190 so I'm reporting it as new.
I can connect to the Bedrock server using PE and Win 10 with no issues provided I do it through the LAN, so I know the server is running and cross-platform is not an issue.
The problem is once I open the firewall, I can see the join-able game, meaning 0/20 players and the signal strength indicator, but every time I try to join I get the "Unable to load world" message. This trying to join with both another Windows 10 machine from the outside IP and PE from the outside IP.
I thought it was a network error, so I moved the server to my modem/router rather than the house router which is behind the modem/router. Same thing. I can see it, but can't join it.
After messing with it some more, try back through the LAN and it works. So the issue is when the connection is made through an external server. And again, I can see the game status, just can't join
